Gwibber has been removed from Ubuntu 13.04. Instead, you can try
friends-app among other alternatives like Hotot or Polly.

  I can not install on my Ubuntu Gwibber 13:04. Not adding the ppa in my
  software source nor the terminal nor the Software Center. Sorry I'm
  using Google Translator.
