Hi all,

I'm changing the translation permission policy of Gwibber in Launchpad
from Open to Structured.

Structured is the most recommended policy for handling translations
inside Launchpad: this will ensure a greater quality of translations,
people will still be able to leave suggestions, and approved
translators will need to review and approve them.

The team in charge of the translations is the Launchpad Translators
group [1] [2].

For more information about the permission policy please see the
Launchpad help page [3].

It was once set as Open in order to have the most translations
available as possible in the fastest time. If people would like to
translate and to assure a high quality over their translations, they
should consider joining the team for their language or start a
Launchpad Translators team if there isn't one for their language.

If somebody disagree with this change, we can always revert back.
