  Add filter to show / hide Irrelevant and Applied opportunities

Status in Harvest Service:

Bug description:
  Right now, opportunities that have been marked invalid or applied are
  still shown, with a line through them. This styling is correct, but
  they should not be shown by default. We should add a new filter (or
  two filters) to show those types of opportunities.
