Yes, that advice is expected.
If you buy an HP consumer laptop, you must keep a Windows
partition around to upgrade firmware.
Otherwise, you can play with WinPE, but that, of course, involves
more work.

I haven't had time to poke at the sleep issue.
Don't use hibernate. Linux is known to not work well with
hibernation.
