  Libpano does not restore locale

Bug description:
  Libpano changes the locale format (of numbern, dates, ...) in some functions (mainly in parser.c) with setlocale(LC_ALL,"C"), but does not restore the old locale at the return of the function. As a result in the program, which is using libpano (e. g. hugin), the number format is also changed after calling libpano functions.
  The function should therefor restore the old locale before returning.
