My analysis was incomplete.  It is not just guidelines, it is locale as
well - different locale have different keyboard layouts.

so it should be shortcuts.PLATFORM.LOCALE.txt

Bug description:
Provide keyboard equivalents for most, if not all, of the top menu items. For example,"Fine tune all points" does not have a keyboard equivalent.
