The quotes and apostrophes in the translations are UTF-8 open and close
marks, not ASCII quotes, and shouldn't need escaping.  I'm using those
translations here without problems so far, and the file passes "msgfmt
-c --statistics en_GB.po" aside from a warning about the language team
comment in the header comment.

If you prefer plain ASCII quotes I'll resubmit the file (which I
probably need to do anyway because of the fixes in #702974).
