There is already the prealign cp detector strategy. When the option is set to true, then the control point detector is only searching in overlapping images which are not connected by cp.
So this feature request is already implemented.

  Feature request: new CP generator that only searches images with no CP

Status in Hugin - Panorama Tools GUI:
  Incomplete

Bug description:
  A new control point generator would be great:

  In the fast preview, Layout tab you can see all pictures and how good they are connected.
  I would love to see a CP generator that automatically searches for every picture pair with no CPs.

  This could come in handy when you already have a rought outline of
  your pictures but want to refine them.

  I could try to implement it myself if someone could give me some
  pointers whitch classes I need to touch/change for that. (I'm still
  new to the source code)
