The feature in the GUI works. 
But cpfind has another method of limiting the number of control points than autopano-sift-c. See also feature request: https://bugs.launchpad.net/hugin/+bug/685489

Status in Hugin - Panorama Tools GUI:
  Invalid

Bug description:
  Pictures tab: Hugins CPFind ignores the setting "Points per overlap"
  and always generates up to 25 control points.

  Hugin Version: 2011.4.0.cf9be9344356 built by Matthew Petroff 
  System: Windows 7 64 bit

  Points per overlap was still OK in Hugin Beta 0.8.0.3716.
