When optimizing the error is only calculated for the active images. But
when you load a project file the error is calculated for all control
points (also control points in inactive images). So there can be a
difference between these 2 numbers.

When you add a new point, the average error can change (most notable
when there are less control points).

Or do you refer to something other?

  The error reported for the control points is not correct

Status in Hugin - Panorama Tools GUI:
  New

Bug description:
  When I align a panorama and click on optimize the software reports AVG
  and MAX error for the control points, but then when I save the
  project, close and open it again I notice that the errors have
  changed? The same happens when I optimize and then add a new control
  point: the errors reported for previous point change. Am I doing
  something wrong?
