That's a feature, not a bug. No pun intended.

The combo box and the "optimize" button moved to the Photos tab. So you
can optimize from the Photos tab. (In the old gui in the case most
controls on the optimize tab where without function/could not be used).
If you need finer control above optimizer, select custom parameters from
the combo box. Then the optimizer tab will appear.

  [2013 beta1] Missing tabs in expert mode

Status in Hugin - Panorama Tools GUI:
  Won't Fix

Bug description:
  On Hugin version 2013.0 beta1, I'm not able to enable optimisation and exposition tabs. 
  I saw them the first time i went on expert mode, but now, it's not possible to make them reappears.
  I'm using French interface, forcing new one does not change anything, loading default neither.

  For information : 2013.0.0.70b10450ff94 built by Matthew Petroff (64
  bits version) on Windows 7 64 bits
