How many levels are allowed for enfuse depends on the image size. The bigger the image, the higher the allowed number of levels (read the section in the enfuse documentation for more details.)
So I assume the original image is downsized during remapping for the final panorama and allows therefore only a smaller number of levels.

  Enfuse parameters with nona

Status in Hugin - Panorama Tools GUI:
  Incomplete

Bug description:
  Using Hugin version 2013 beta, I'd like using specifics parameters -l
  for enfuse with a value around 25, i have an error specifying that the
  maximum possible value is 8 and not 25. Using the source picture
  directly it works well, but not with the picture made with nona.
