I tried it with your project and also with own project. I'm not able to reproduce it (I tried with an Intel HD graphic card and also with an ATI graphic card. In both case the preview is drawn correctly, also after moving the mask.)
I remember you had also problems with the lines in the layout mode (bug #1001383). So I assume here it is a similar problem with the graphic card/driver. I have currently no idea, what to try (except updating driver, which is not helpful if you are already using the current driver.)

  Preview not complete while using "exclude region from all images of

Bug description:
  While using the "exclude region from all images of this lens" mask in Hugin version 2013 beta1, preview screen only shows the mask on the picture used to create the mask. It works on final rendering.
  For information, it appears on mac-osx.
