This is probably a make issue. It was already reported on the mailing list: https://groups.google.com/d/msg/hugin-ptx/K-RqMobreTg/9KSnHd6KRkwJ
You could try to replace make.exe in the bin dir with the version from the last release. Matthew announced already to switch back to the older version for the next rc.

  Hello,

  I wanted to stitch a simple panorama, but i have the following error
  in the log file :
