Hello Mark,
If I understand your problem correctly I don't think what you are seeing is a fault with hugin-2015.0.0.
This version only shows the Optimiser and Exposure tabs when these optimisations have been set to use "Custom settings", which you should see in the Photos tab using the Advanced or Expert interface.
Have a look at the Hugin Tutorials <http://hugin.sourceforge.net/tutorials/index.shtml> particularly "The new user interface (2013)" shows what you are seeing.

  missing optmiser and exposure butons

Bug description:
  i have uninstall and reinstalled this program  useing hugins uninstall
  ...............you can see in the photo  provided that  i can open 2
  differnt looking hugin ............. the old and the new  is there a
  way to get this to open on the new  as it opens on the old view...when
  i click on a picture that i have batched  it say it can not find it so
  ........i close the small dialoge box and  bang there is the new  user
  interface   mark   in australia   contactable on  0490044964 mobile
