That's not a bug, it's a feature.
The tabs are only visible when needed -> set optimizer strategy to user defined to display these tabs.

  Hello

  I'm using expert interface, but both exposure and optimization tabs
  are nor visible not active in the menu. Hugin 2016 beta from
  launchpad, Mint Mate 17.3 x64.
