[Bug 1893368] [NEW] fine tuning horizontal/vertical points should probably assume CurvThreshold=0

Setting CurvThreshold to a nonzero value (in order to assure more
meaningful matches for normal points) usually means that one cannot
finetune points along lines.
Using debian 2019.2.0+dfsg-2+b1.
