[Bug 2036319] [NEW] Documentation rebuilt unnecessarily and not installed

Public bug reported:

When building enblend-enfuse 4.2 tarball release with autotools the documentation gets rebuilt multiple times:
* During `make' (expected)
* During `make check'
* During `make install'
* During `make make install-ps-local install-html-local install-dvi-local' (see below)

Another strange issue is that `make install' doesn't install the HTML/DVI/PS/PDF documentation, I had to:
```
cd doc/
make install-ps-local install-html-local install-dvi-local
```

The console also gets overwhelmed with the latex output when building
the documentation to the point that the build logs are nearly
unreadable, is this intentional?

** Affects: enblend
     Importance: Undecided
         Status: New
