  node-selection-is-unintuitive

  Opinion

Bug description:
  When selecting overlapping nodes, the node with the lowest ID is
  selected, and z-order never changes. Instead, should always select the
  "top" node, and should maintain some z-order so that the most recently
  selected node is always on top.
