Ok, I solved it for me, but did not understand this completely.

I had to remove this line from the configuration of the folder view profile that did not displayed correctly without mouse over:
   expand2=Symbole vergrößern/anpassen

I did not found this option in the settings dialog, so I assume it was
removed.

Maybe the original issue occurs on non-existing configuration keys? All
other affected people please check their configurations in
~/.config/screenlets/FolderView/default/FolderViewX.ini as well.

  I can attach a video of this behavior, I've seen it on two machines.

  The homefolder screenlet does not show the icons until I hover over it
  with a mouse after starting the computer up.
