DESCRIPTION: PHP 5.3.2 & PostgreSQL 8.4.4

REASON: Our company relies heavily on PHP and PostgreSQL.  We have moved all our database code to 8.4 in our testing environment, as well as ported our php applications to 5.3.2  To move our code to production servers we need php-pgsql to
be compiled against Pg-8.4
