Appears version 0.6.17 had a few hiccups upstream, they have released
0.6.19 to resolve these issues:

     http://pypi.python.org/pypi/distribute#id2

We will not be pushing 0.6.17 to stable but will rather start by placing
0.6.19 in to testing:
