It looks like the problem is actually in the php54 package. The provides
line has the variable %{isasuffix} which appears to be undefined.

Bug description:
  I saw you posted php54-pecl-apc to the testing repo so I tried
  installing it this morning. It can't be installed because there is a
  dependency on it for php54-zend-abi which does not exist.
