I've went ahead and made these changes to the php54 package and added them to testing,
they will be synced in on tonights run:

# rpm -qa | grep php54
php54-common-5.4.0-6.ius.el5
php54-5.4.0-6.ius.el5
php54-pear-1.9.4-1.ius.el5
php54-pecl-apc-3.1.9-1.ius.el5
php54-cli-5.4.0-6.ius.el5
php54-devel-5.4.0-6.ius.el5

# php -m | grep apc
apc

  php54-pecl-apc in ius-testing requires php54-zend-abi

Bug description:
  I saw you posted php54-pecl-apc to the testing repo so I tried
  installing it this morning. It can't be installed because there is a
  dependency on it for php54-zend-abi which does not exist.
