In a sandbox, in an effort to simulate your environment, have running
RHEL 5 i386, php54-5.4.4-1.ius, mysql55-5.5.25-1.ius, and Joomla-1.5.26.

Have created several test pages within Joomla, and also pushing out text
via straight PHP. Unable to duplicate any instance of altered character
encoding. This is the same both before and after adjusting /etc/php.ini
default_charset to UTF-8.

It may behoove one to supplement support by seeking assistance in a
Joomla forum in this case, as I'm simply unable to duplicate any
instance of mis-encoding here, and a Joomla expert may be able to help
zero in on the cause.

  funky characters after upgrade to php 5.4.4 using test modules

Bug description:
  We are using RHEL5 to host several Joomla! 1.5.x and 1.7.x web sites.
  In our non-public staging environment, I have upgraded PHP from 5.4.3
  to 5.4.4 using the test IUS packages listed below and now the staged
  copy of one of our sites (live is found at
  http://fashionlincolncenter.org/) is only displaying funky characters
  (also provided below).   I apologize if this is not the correct forum
  for reporting / asking guidance but have not been able to find
  information about what the process/timeline for availability of stable
  packages is.
