I've been noticing php-fpm will hang on start/restart with the env of
ZEND_DONT_UNLOAD_MODULES set to 1:

# /etc/init.d/php-fpm status
php-fpm is stopped
# /etc/init.d/php-fpm start
Starting php-fpm:                                          [  OK  ]
# /etc/init.d/php-fpm stop
Stopping php-fpm:                                          [  OK  ]
# /etc/init.d/php-fpm start
Starting php-fpm:
