Hi guys,

We've successfully built libmemcached-1.0.13 to support the PHP
memcached client.  We did this by disabling SASL support via an
undocumented command line argument.. Hopefully this is okay?

I've attached our rough SPEC file loosely based on Remi's build.
Hopefully this can help as we'd like to see libmemcached along with
php54-pecl-memcached in IUS.
