Robert,
Lets look back to what Ben mentioned, is it possible you have it
excluded?
Can you give us a list of all openssl packages you have installed:
# rpm -qa | grep openssl
You may try using shell with excludes disabled:
# yum shell --enablerepo=ius-testing --disableexcludes=all
When in the shell you will only want to remove your openssl10 packages
that are installed.
It is also worth noting openssl10 can not be installed along side
openssl.

Bug description:
Would be great to see OpenSSL 1.0.1 or greater added to the repo.
CentOS 6 shipped with 1.0, however 1.0.1 has some significant changes
that are needed by many things including SPDY in web servers (Next
Protocol Negotiation TLS). Over the course of CentOS 6's live it's
becoming increasingly important.
