It appears that changes to Zend made there way into the 5.3.28 by
accident.  The changelog does not list any changes to Zend.  I have
added a patch to revert these changes and able to build 5.3.28 RPMs.
This package has been built and tagged as test-candidate. It will be in
placed in the testing repos tonight and can take around 24 hours to hit
all the mirrors.
