It looks like most Linux programs that provides "hints" or "tips" or
whatever, do so on the status bar (such as Abiword or gedit).  Even
though tooltips are easy-to-use for the menu bar, I just tried a dozen
different programs and I couldn't find one example that did tooltips in
the menu bar.

Several programs like Firefox and others don't do those tips at all.

Bug description:
There are Not Enough hints on visible widgets.
The Tree toolbar and the Tabs are the only things with tips.
