  System freezes when RAM is 100% used

Bug description:
  It's the same bug as
  https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1162073

  If I run a command which will use all my RAM on MATLAB or R the system
  freezes, if I don't kill the process quickly I have to reboot. I have
  12 GB of RAM and 18 Gb of SWAP.
