Previously MS asked for us to include "rootdelay=300". Removing
"rootdelay=..." results in a machine that boots in ~15s.

  saucy kernel 300 second hang before root mounted rw on azure

Bug description:
  on azure saucy images
  (b39f27a8b8c64d52b05eac6a62ebad85__Ubuntu_DAILY_BUILD-saucy-
  13_10-amd64-server-20130718-en-us-30GB in 'US East' location). I get a
  300 second timeout before / is mounted RW.
