@penalvch: I've been having the same problem myself after a fresh
install of Ubuntu 13.04. I tried the kernel at the link you provided. My
uname now reports: Linux glaedr 3.11.0-031100rc1-generic #201307141935
SMP Sun Jul 14 23:36:57 UTC 2013 x86_64 x86_64 x86_64 GNU/Linux.

The issue still remains even with this kernel. I also noticed that I
don't have to disconnect and reconnect the ethernet cable. If i just
wait a minute, it will reconnect. Doing a ping, it looked like exactly
90 seconds of downtime between connections. It does not show that the
connection is lost, just loosing packets. Same with downloads.. it will
continue after a while, but not for long. I have a Gateway (Acer) NV17
with the stock atl1c driver loaded. Please let me know if there is any
other information I can provide. For now, wifi works fine, but I need my
ethernet connection for bonding my VMs to a development lan...

Bug description:
  I have upgraded Ubuntu 13.04 from 12.10 and after installing it the wired network got unstable.
  On Ubuntu 13.04 the wired connection always lost in a few minutes after connection established. The system didn't shows any error or disconnected notification for that. The network icon on the system tray still shows normal "connected" icon. But i couldn't browse any website or ping any ip address on the internet.
  And after unplug and plug in the ethernet cable again, the wired network works fine for a few more minutes and then the problem shows again.
  Before upgrading to 13.04, the ethernet network works great on Ubuntu 12.04 and 12.10 (they are both 32 bit). After that I have tried erase Ubuntu and reinstall 13.04 but it didn't help.

  WORKAROUND: Unload all network-related drivers, and only load the
  atl1c ethernet driver.
