It didn't help.

However, I've looked a bit deeper into this and found out that I
actually can check whether X receives any events from this combination
of keys (Fn+F3). And it does. X not only receives the key press event,
but also the key release event (without the changes suggested in the
previous post). X even knows what this event is for - it knows that it
is a "touchpad toggle" event. However, the touchpad isn't being
disabled.

I used xev command for this, and below is the output I get when pressing
(and releasing) the Fn+F3 combination.

Title:
  Disable-touchpad key does not work on Dell Vostro V3450

Bug description:
  Hello,

  The problem is that the 'disable touchpad' function key does not work
  in Ubuntu for Dell Vostro V3450 (please note the V before the number -
  as far as I know, the Vostro without V before the number is another
  model from Dell).

  I've noticed this already in the previous Ubuntu release (11.10) but
  thought it'll be fixed by now. After upgrade to 12.04 nothing has
  changed. I've, of course, searched for similar bugs on launchpad, but
  I believe they are not the same issues as mine. The problem is similar
  to bug #753641, but that one has been marked as a duplicate of already
  resolved bug #550625 and my issue is not resolved. Also bug #760142 is
  similar, but I don't think my touchpad uses the ALPS driver.

  On my V3450 the 'disable touchpad' key is Fn+F3 combination. Pressing
  the combination doesn't disable the touchpad in Ubuntu. It also
  doesn't display any pop-up on the screen (as photonic wrote in a
  comment to bug #753641, in his case "a notification pops up displaying
  graphic of a crossed-out touchpad" - it doesn't happen on my system).

  However, I'm sure that the laptop's hardware does inform the system
  when the combination has been pressed - in my laptop I have an orange
  led placed between the touchpad and the keyboard. When I press Fn+F3
  the LED turns on, suggesting that the touchpad is disabled. When I
  press Fn+F3 again, the LED is being turned off.

  Another hint - after I bought the laptop I've installed Debian
  wheezy/testing on it and there the Fn+F3 combination worked as
  expected.
