Wolf Rogner, a PPA wouldn't get around having to restart, if that's your
concern. However, I know that Ksplice allows for linux kernel
hotpatching without the need for restart -> http://www.ksplice.com/ .
Would this provide an opportunity for you to test the requested mainline
kernel during your maintenance window?

The machine boots but no keyboard entry possible nor any mouse
movements.
This was announced as a security improvement: Well the machine was
totally secure.
