Adding a Provides is not the right fix. Using the correct meta package
is more likely the right approach, e.g., linux-generic-lts-quantal which
will also install headers.

Bug description:
  The package does not have a proper Provides: field for linux-image, linux-headers, and linux-debug.
  This works fine in precise/quantal/raring and precise-lts-raring.
