I'm now running Ubuntu 13.10, which, using a 3.10 kernel, doesn't
exhibit this problem.
Moreover, it looks like it'd be a little fiddly to upgrade the BIOS as
I'd need to use the FreeDOS variant, not having Windows installed at
all. Given that I no longer run an affected version, I don't think I'd
be able to help here by updating the BIOS?

Bug description:
I have had this problem since upgrading from 12.10 to 13.04
development branch a couple of days ago.
When I boot my laptop up, the fan behaves as I would expect it to:
very quiet most of the time, occasionally speeding up a bit. (I
haven't tried subjecting it to a load which I would expect to kick it
up to the top speed.)
However, now when I put it into standby mode, when I wake it up again
the fan immediately goes to top speed, and remains there until I turn
the machine off (log off makes no change). Subsequent restorations
from standby mode also have the fan going at top speed.
