Great to hear someone is looking into this. What I forgot in my last
comment is that merging the latest packaging from Debian will likely
also resolve bug 1429974.

Bug description:
  Hwloc-contrib 1.9-1 currently fails to build because it depends on
  libxnvctrl-dev which is not available.

  Package libxnvctrl-dev is not available, but is referred to by another package.
  This may mean that the package is missing, has been obsoleted, or
  is only available from another source
  However the following packages replace it:
    nvidia-settings

  E: Package 'libxnvctrl-dev' has no installation candidate
  apt-get failed.

  In Debian, libxnvctrl-dev is part of the nvidia-settings package
  (http://packages.qa.debian.org/n/nvidia-settings.html). However, this
  is not synced since Ubuntu has its own nvidia-settings package
  (https://launchpad.net/ubuntu/+source/nvidia-settings), though that
  does not offer the binary package which hwloc-contrib needs.
