It works with Yung's workaround in #43 of http://pad.lv/1424491

sudo apt-get install fglrx xorg-video-abi-15 libcheese-gtk23 libcheese7
libclutter-1.0-0 libclutter-gtk-1.0-0 libcogl15 libclutter-gst-2.0-0
gstreamer1.0-clutter libcogl-pango15

That bug was marked as Fix-released, but it can be reproduced, I think
it's not fixed yet.

  Unable to install the fglrx / fglrx-updates driver on 14.04.2, when
  you try to install this from software-properties-gtk, it will fail
  with:
