I've got the same problem with my Lenovo ThinkPad Edge E320 laptop. Wireless key (F9) does nothing unless WiFi card and Bluetooth is enabled under the Windows 7. When WiFi and Bluetooth are enabled then F9 changes state of WiFi card but doesn't affect Bluetooth card. The problem occurs on Ubuntu 14.04.2 with hardware enablement stack. I've got newest update for BIOS installed. Here is output of sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date:

  Testing 12.04 LTS on the E320 (201106-8229).  During the test, I'm
  trying out various hotkeys on the keyboard.  The wireless key does not
  disable or enable wireless.  There is no other physical way to
  enable/disable wifi on this system.
