Bug description:
  This is a request to include cpufreq-powernv bugfix to ubuntu kernel
  for 14.04.3

  This patch duly reports cpu frequency throttling scenarios.

  This is a trivial reporting which can be used to identify degradation
  in performance due to throttled cpu frequency.
