I don know what you exactly mean by the Raring kernel.

I tried to boot in an older version of the kernel, 3.2.0.41 generic. The
login screen is indeed shown after some seconds, however it was smaller
than the monitor, and after login only the background was shown also
smaller than the monitor. No launcher and no top menu/system tray was
shown. The printer driver, normally displayed in the system tray,
displayed an message “No system tray detected on this system”. So back
to text mode and reboot. First shutdown now command stops after modem-
manager messages. Second shutdown now command gives and failed on
killing all remaining processes and stops. Hard reset needed.

Rebooted using the newest kernel, wait one minute and login. no launcher
and no top menu/system tray was shown. So back to text mode and reboot.

Rebooted using the newest kernel, wait one minute and login with a
different user. This worked fine, until shutdown the system. It ask for
conformation, however mouse clicks and enter key had no effect. So back
to text mode and reboot.

Hope this info helps, as I spent a considerable time to produce this,
and will need to spend considerable time to restore the system.

Bug description:
  When starting up the PC, the tty1 login prompt is shown for ca. one
  minute, before the Unity login screen is shown. First is was once
  every x startups, now it is almost always.

  This problem is introduced on an upgrade of Ubuntu to 13.04 from
  12.10.

  Suggested workarounds tried, but failed:
  - choosing different driver for grafical card;
  - adding sleep 2 before start lightDM
