To solve your problem just do as following:

sudo gedit /lib/udev/hwdb.d/60-keyboard.hwdb

Add below the line Series 7 / 9 this one:

keyboard:dmi:bvn*:bvr*:bd*:svn[sS][aA][mM][sS][uU][nN][gG]*:pn*670Z*:pvr*

Save and close, now on the terminal:

sudo dpkg-reconfigure udev

Reboot.
The patch for this was merged in systemd some days ago (see https://github.com/systemd/systemd/pull/136).
