  Linux-image package won't install automatically during update/upgrade

Status in linux package in Ubuntu:
Status in update-manager package in Ubuntu:

Bug description:
This problem started in Ubuntu 14.04. Linux-header gets installed
automatically but linux-image doesn't. I always have to install it
manually. Today I upgraded to 14.10 and to 15.05 right after that but
the kernel stayed at version 3.13 because only linux-header got
installed. I had to install 3.19 manually. Linux-image-extra also has
  to be installed manually.

This might be a security problem too becuase the user might think that he's using the latest/safest kernel but he's not.
There are no error messages anywhere.
