[Bug 1458470] Re: no uevent after ejecting CD-ROM
Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.1 kernel[0].
If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.
If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.
If you are unable to test the mainline kernel, for example it will not boot, please add the tag: 'kernel-unable-to-test-upstream'.
Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

Bug description:
I'm using Ubuntu 15.10 dev with udev 219-10ubuntu1 and I'm noticing
that udev rules are only executed while the system is booting. For
example the file "/lib/udev/rules.d/10-test.rules" with the content
"KERNEL=="sr0", RUN+="/usr/bin/touch /tmp/test.txt"" does create the
file /tmp/test.txt on booting but if I'm then deleting the file and
ejecting /dev/sr0 the file isn't created anymore.
