FYI, Bug ID https://bugzilla.linux.ibm.com/page.cgi?id=track/proxy.html&bug_id=120252 tracks similiar issue on 15.04 and Sukadev Bhattiprolu have provided the fix.

This fix has been merged into linux-tip:

  Machine Type = P8 
   
  Steps to Reproduce
  =======================
  Install a P8 Power VM LPAR with Ubuntu 14.04.2 ISO image.
  Then install the Ubuntu 14.04.3 kernel on the same and reboot.

  root@alp15:~# perf trace sleep 1
  root@alp15:~# echo $?
  0
  root@alp15:~# which perf
  /usr/bin/perf
  root@alp15:~# dpkg -S /usr/bin/perf
  linux-tools-common: /usr/bin/perf
  root@alp15:~# dpkg --list | grep linux-tools
  ii  linux-tools-3.19.0-20-generic              3.19.0-20.20~14.04.1                       ppc64el      Linux kernel version specific tools for version 3.19.0-20
