i switched distro's and the problem is gone. i went with mate, kernel is
now 3.19.0-25 and all is good.

Bug description:
  when I resume from suspend the system drops back to suspend before the
  display can fully come back up. if I then try a second time it works,
  but the wireless connection is dropped and can only be re-connected
  via the connect to hidden network option in unity's network manager.

  I had this problem previously in 15.04 and finding no solution I
  switched to 15.10 where the issue had resolved. since updating,
  presumably the kernel, the problem has resumed in 15.10.

  I will boot in to my most recent prior kernel and see if the problem

  let me know any other information I can provide.
