[Bug 1486868] [NEW] Enable Skylake graphics

Upstream dropped the preliminary_hw_support flag for Skylake from code
that'll land in 4.3. We will cherry-pick the most crucial bits before
doing the same on 4.2-based Wily kernel. So this bug depends on the
patchset for this bug:

there will be others to follow in order to remain in sync with vivid,
but those are less important for the initial enablement.
