Bug description:
  Some people might wish to use acpi_cpufreq + governor of their choice
  for legacy p-state selection, and only use intel_pstate if they are on
  a platform which supports hwp. We need to provide an option to these
  users to load intel_pstate only if HWP is supported, and if not, exit
  and allow acpi_cpufreq to be used instead.
