Bug description:
The norm is for the linux-image-<ABI>-<flavour> packages to decide
which component kernel bits they need, for split kernels this means
-generic has linux-image-<ABI>-generic and linux-image-<ABI>-generic.
For linux-signed-<ABI>-<flavour> this is being handled out of the
linux-signed source package, which is both confusing and wrong in the
sense it would prevent us from having a linux-signed-virtual.
We should move the linux-image-extra dependency over to linux-meta.
